The South Walton Fire District’s Board of Fire Commissioners will hold a Regular Meeting on Monday, January 4, 2010 at 4:00 p.m. at the Santa Rosa Beach Headquarters Station.

Meeting Minutes – January 4, 2010

Commissioners Present:   Maurice Gilbert, Harry Millsaps, Donna Crawford, Ed Wright

 

Commissioners Absent:    Jack Abbit, Mike Stange, Brian Christenson

 

Call to Order:           4:06 p.m.

 

At the direction of Chairman Gilbert, the Fiscal 2009 Audit Report was moved from New Business on the agenda to the first item.

 

Fiscal 2009 Audit Report – Kevin Boyer with O’Sullivan Creel reported SWFD’s excellence in fiscal reporting.  On a motion duly made and seconded, the Board unanimously voted to approve the 2009 Fiscal Audit Report.

 

On a motion duly made and seconded, the Board unanimously voted to approve the minutes of the December 7, 2009 Board meeting.

 

Secretary/Treasurer Report: Harry Millsaps

 

Attorney’s Report: Lori Bytell, Attorney

 

Attorney Bytell reported that she has prepared the documentation requested by Commissioner Millsaps regarding enactment of the Fire District, District maps, and the updated House Bill containing District meets and bounds.

 

On a motion duly made and seconded, the Board unanimously voted to approve Attorney Bytell’s monthly billing statement.

           

Chief’s Report:

 

Chief Talbert reviewed the Emergency Response Activity and Beach Safety Report for December 2009 and year end.

 

SWFD anticipates a recommendation from the TDC Board for presentation to the Walton County Commissioners regarding the Beach Safety/Lifeguard Services RFP.

 

Chief Talbert announced the 2009 SWFD awards, which were presented at the annual SWFD awards ceremony/holiday party.  Firefighter of the Year: Kevin VanValkenburgh,

Firefighter/Paramedic; Lifeguard of the Year: Justin Cook and Fire Chief’s Award: Marc Anderson, Assistant Chief.

 

The SWFD “Home for the Holidays” program was offered to our citizens to enable our local assisted living facility residents to spend time with their families.

 

SWFD is in receipt of our development order approval from the County, contingent upon the EAR Amendment.

 

Insurance Services Office (ISO) will be conducting an ISO evaluation of our Fire District in January.

 

Chief Talbert will be attending the grand opening of the NW Florida State College South Walton Campus on January 14, 2010 and will be also attending the Fire Rescue East conference, Daytona Beach, January 19 – 22, 2010.

 

The next Board meeting will be held on Monday, February 1, 2010.

Board Action ItemInvestment Policy/B. Flanagan, Fiscal Officer

 

Fiscal Officer Flanagan presented a draft Investment Policy to the Board for adoption, recommending that the Board adopt a policy and select an investment for District funds with a greater return than is currently earned through Certificates of Deposit.

 

Chairman Gilbert requested that Kevin Boyer, CPA/Partner with O’Sullivan/Creel, review the draft policy for Florida State Statute compliance and meet with Fiscal Officer Flanagan to conform the policy to the District’s needs.  This information will be available to the Board at the February 1, 2010 Board meeting.

 

Dewayne Youngblood and Matthew Durham of Regions Bank/Morgan Keegan were requested to return to the March 1, 2010 Board meeting with their investment strategy proposal.

Board AdvisoryCollections Profile 2008 vs 2009/R. Crawford, EMS Division Chief

 Upon presentation of the Total EMS Revenue Comparison for Fiscal Year 2008 versus Fiscal Year 2009, EMS Chief Crawford advised the Board that staff will continue to research all available billing and collection options to ensure the efficiency of EMS billing and collections within SWFD.

  

Board AdvisoryDouble Red Flag Citation Find Amounts

 As requested by Commissioner Crawford at the December 7, 2009 Board meeting, Deputy Chief Hughes presented his research regarding the civil penalties for violations of the County Ordinance concerning entering the Gulf during double red flag conditions.
